For some people Goukakyuu No Jutsu gives them a random amount of nin levels per every few use (the level goes up), but for older members such as myself and thunder, Goukakyuu only gives Nin % everytime its used. Kai, if u changed it so that it gives nin levels instead of % perhaps u can be more thorough and change it for old users as well. if you did not mean to change it into giving Nin levels than perhaps u can fix this bug and change it back.
